Over two decades, Mr. Mueller has appeared before numerous administrative
and judicial bodies. For example, he has represented scores of clients before the South Coast Air Quality Management District
on a continuous basis since 1978 obtaining Variances, negotiating Orders for Abatement and obtaining permits. He has also
appeared before the Bay Area Air Quality Management Districts, and air pollution control authorities in Kern, Santa Barbara
and San Diego Counties. He has also represented clients before EPA Region IX; the California Air Resources Board; the California
Integrated Waste Management Board and its Local Enforcement Agencies, the Sanitation Districts of Los Angeles County; the
Toxic Substance Division of the Department of Health Services; the Regional Water Quality Control Board, Los Angeles Region;
and various county boards of supervisors, planning commissions, and city councils.
Mr. Mueller has litigated cases
under the federal Superfund Law (the Glendale Operable Units matter, Operating Industries Inc., the Omega Chemical Site and
the Casmalia Superfund Site.) He has defended clients in numerous Proposition 65 cases involving the lead smelting, automotive
products, aluminum recycling and plumbing product businesses. He has negotiated several consent decrees and remedial action
orders with the Department of Justice, California Attorney General’s Office and California Department of Health Services with
respect to matters arising under the Resources Conservation and Recovery Act, and state and federal Superfund laws. Recently,
Mr. Mueller has successfully defended two water districts in a federal a Clean Water Act citizen suit filed in the United
States District Court, Central District, California (Santa Ana.)

Landfill and Recycling Industries:
Mr. Mueller has substantial experience
in representing clients in the landfill and recycling industries. He managed the environmental permitting on behalf of the
buyer of a major Southern California landfill and transfer station, working with the Integrated Waste Management Board staff
and the Local Enforcement Agencies. Moreover, for several years Mr. Mueller has been special counsel to public sanitation
districts as well as several private landfills in connection with landfill gas recovery, air quality and other environmental
concerns.
With respect to California’s complex recycling regulations, Mr. Mueller has represented a major lead recycler
and an large aluminum recycler for many years in connection with enforcement and compliance orders, government initiated
litigation and in answering regulatory compliance questions.
